New Element Markets Office Opening in Carlsbad, CA September 2017 rlack@elementmarkets.com
Houston, TX (August 15, 2017) – Element Markets, LLC today announced the hiring of Tom Moffett and Steve Johnson, experienced renewable natural gas (RNG) and environmental commodity market professionals from Shell Energy North America, to anchor the company’s Carlsbad, California office opening in September 2017. Tom Moffet becomes Elements Markets’ Senior Vice President of Environmental Products and is joined by Steve Johnson, who will serve as the Vice President of Environmental Products. Mr. Moffett will lead Element Markets’ West Coast origination of RNG, RINS, LCFS credits, carbon allowances and offsets, renewable energy and emission credits, while Mr. Johnson brings over 30 years of experience in the West Coast energy markets to the Element Markets team, having worked with a variety of customers to develop tailored renewable energy solutions.
Immediately prior to joining Element Markets, Mr. Moffett and Mr. Johnson led the biomethane marketing effort at Shell Energy North America, where they were also integral in the development of renewable energy and carbon transactions and strategies for Shell’s affiliates and clients.

Mr. Moffett most recently served as Senior Originator of Environmental Products for Shell Energy North America, where he led its its origination efforts in the renewable natural gas, including its entrance into the cellulosic biomethane market. Under his direction, Shell Energy North America began participating in the trading and optimization of RNG‐derived environmental credits, including credits generated under California’s Low Carbon Fuel Standard (LCFS) and the EPA’s Renewable Fuel Standard. In addition to his role in renewable natural gas, Mr. Moffett also managed Carbon Instruments and associated strategies for Shell affiliates and external customers.
Mr. Moffett entered the biomethane market with a strong foundation in natural gas and power trading, following eight tears of managing natural gas storage capacity, optimization of transport capacity and speculative natural gas and power positions for Shell Energy North America.
Mr. Moffett graduated from the University of California, San Diego with a B.S. in Management Science (Honors) and completed business courses at the London School of Economics.
For nearly 30 years Steve has been on the forefront of developing energy procurement strategies in burgeoning energy markets. Mr. Johnson has successfully partnered with companies across the Western Region to tailor a mix of energy products that meet environmental and compliance goals while minimizing risk.
In his role at Shell Energy North America, Mr. Johnson worked across a myriad of energy stakeholders, including public utilities, investor owned utilities, community choice aggregators, irrigation districts, and cooperatives. He developed a deep working knowledge of the California, Pacific Northwest and Southwest energy markets. While at Shell Energy North America, Mr. Johnson tailored energy solutions for clients using his knowledge of physical and financial gas and power commodities, option structures, asset management, CAISO Resource Adequacy and Congestion Revenue Rights products, and renewable products specific to California that load serving entities require to meet environmental goals and assisted in the origination of biomethane contracts.
Prior to his tenure at Shell Energy North America, Mr. Johnson worked at Riverside Public Utilities (RPU) for over 20 years. During his time at RPU, which included the onset of California’s deregulated markets, he was integral in developing one of California’s first municipal utility energy risk management policies. The policy allowed RPU to navigate and thrive through the commodity price risk that was inherent in the newly formed deregulated market. Mr. Johnson also excelled at transactional work during his time at RPU, and executed numerous structured energy transactions designed to protect the RPU from extreme market volatility. Mr. Johnson graduated from the University of California, Riverside with a B.S. in Statistics.
