The Quebec Ministry of Energy and Natural Resources has announced new changes to the Renewable Natural Gas Production Support Program (PSPGNR).
Already in motion since November 2020, the PSPGNR aims to accelerate and foster the development of renewable natural gas in Quebec. Divided in two parts, the PSPGNR is aimed at private companies, non-profit organizations or any municipal entity with an RNG product project injecting into the distribution network.
- Part 1: Support for feasibility studies for RNG production and injection projects into the natural gas distribution network or projects to connect RNG production sites to the network;
- Part 2: Support for the realization of (a) RNG production and injection projects into the natural gas distribution network or (b) projects to connect RNG production sites to the distribution network.
Newly announced changes
The PSPGNR is now funded in majority by the Electrification and Climate Change Fund (formerly Fonds Vert) under Measure 2.1.1 of the 2030 Plan for a Green Economy. Here are the new changes announced by the government earlier this week:
- New specific component for the financing of feasibility studies which makes it possible to subsidize up to 75% of the cost incurred, up to a maximum of $ 300,000 per project;
- Maximum level of financial assistance per RNG production and injection project into the natural gas distribution network goes from $ 8 million to $ 12 million;
- New eligible RNG production technologies;
- Possibility for applicants to submit a preliminary draft in order to verify their eligibility for the PSPGNR;
- Continuous evaluation of submitted projects.
